HEAD OF PROCESS SAFETY
 
Job Description
 

The role is responsible for setting up and heading the process safety group in Oman LNG.
 
Purpose
 

• To develop and sustain a culture of Process Safety for the Qalhat Complex.
• To provide leadership in process safety and ensure accountability of all AIPSM requirements

 
Accountabilities
 

• Focal point for compliance management of the 22 requirements of the AIPSM (Asset Integrity and Process Safety Manual) of the HSSE-CF, including DEM1, DEM2 and Overrides of safeguarding system, provides a dashboard for AIPSM for the Qalhat Complex Manager
• Ensures all process safety hazards are properly managed to ALARP and identify actions if they are not. Provides process safety guidance and support across all disciplines including Operations, Maintenance and Engineering to ensure safe operation.
• Responsible for generating and managing a set of annual KPIs for the requirements of the AIPSM, consistent with the peer group. Shall provide suggested targets to parties responsible for individual requirements and attain management buy-in. Responsible to collect data for these KPIs on a monthly basis, use these KPIs to influence change and for management reporting.
• Responsible for PSA Program (Process Safety Assessment) of the process and utility facilities. This includes high level planning, (part-time) attending sessions, clarifying actions and appropriate closure dates, follow-up of action status with responsible parties, and providing monthly reporting on PSA actions status.
• Leads and/or facilitates HEMP/Bow-ties/LOPA sessions when required. Follows-up implementation of bow-ties with users to ensure the methodology becomes part of the culture in Oman LNG.
• Responsible of the Technical Authority Framework (TAF) implementation and continued integration into the technical and competency development processes at Oman LNG. Responsible to follow-up on any audit actions related to the TAF.
• Provides assurance to the asset manager that all processes, procedures and individual tasks related to process safety are effective. Reports related incidents.
• Facilitates desktop safety reviews / HAZOP of MOC (Management of Change) and other process safety critical processes. This includes preparing user forms to make reviews consistent and effective, actions implementation where required, planning and scheduling of the reviews to ensure that all changes, technical, organization and procedural are implemented according to the requirements of the HSSE-CF.
• Ensures all MOC proposals have considered all process safety aspects with specific emphasis on DEM-1, DEM-2 and other International Safety Codes to ensure process safety risks are adequately managed.
• Leads and/or participates in incident investigations as a neutral and objective party. Uses Tripod and RCA type investigative tools to determine real causes of incidents. Defines effective actions in order to prevent recurrence. Ensures that incidents follow the appropriate internal protocol by follow-up with incident owners and investigators.
• Provide change management services for any new initiatives related to AIPSM, Gas Game or Operational Excellence.
• Ensure that changes to standards and AIPS implementation methodology are quickly recognized and where appropriate, implemented following appropriate internal processes to ensure minimum disruption.
• To develop and influence towards a generative process safety culture across OLNG

 
Experience and Qualifications required
 

• University Graduate, in Engineering or Physics.
• Minimum 10-12 years hydrocarbon industry experience, including design/operations support. At least 5 years experience as a Senior Process Safety Engineer. LNG/Gas plant process knowledge and experience is strongly preferred.
• Preference required for those with experience in the following areas; safety in design, risk management, HEMP/Bow-tie methodology, HAZOP, PSA methodology, RCA.
• Experience in change management, influencing a group of people.

LEAD PROCESS CONTROL TECHNOLOGIST
 
Purpose
 

• Provide expert process control services for the Qalhat LNG complex, aiming at maximizing the Plants safety and reliability.
• To develop efficiency and capacity-improvements on an economic justifiable basis.

 
Position description - Accountabilities
 

• Manage the Process Control group and provide timely and pro-active process control services and improvements related to the entire Qalhat LNG complex, including control and safeguarding performance, monitoring, testing and process optimizations.
• Responsible for all aspects related to performance of Process Control base layer.
• Sound understanding of Process Control base layer control schemes, including distillation columns, furnace control schemes, Compressor control (experience with CCC system is a plus) and Mechanical refrigeration.
• Experience in LNG industry is a plus but not essential.
• Experience in tuning of base layer process controllers.
• Develop a Process Control monitoring program including KPIs to identify bad actors and propose solutions to improve process performance.
• Knowledge of Advanced Process Control and the interactions between base layer process control and SMOC. Past Experience with SMOC is a benefit.
• Develop and update Control Narratives. The incumbent will be owner of all Process Control Narratives.
• Review the process control content of plant modifications and instrument trip/alarm settings such that plant integrity remains ensured and design objectives are met.
• Propose, lead and execute development studies and projects related to plant performance improvements using process control techniques.
• Proactively monitor process trends and plant performance to predict future issues and to solve mid/long term issues that are not apparently correctable by front line staff.
• Develop skilled local Process Control technologists, through coaching and mentorship.
• Provide process control familiarization and training for other OLNG staff.
• Ensure that state-of-the-art methods and tools are available for the Process Control Technology section by regular contacts with external consultants and other process licensors
• Manage the implementation of control and safeguarding functionality in DCS, SGS and FGS systems.
• Sound understanding of Process Safety requirements and implications to Process Control Base Layer.
• Execute detailed definition and design work for minor and major plant changes/improvements. Responsible for the technical integrity of these designs to required technical standards (e.g. legal requirements, DEPs) , while applying a design strategy which aims at improving process performance.
• Participate in IPF studies.
• Engage with operation teams using process engineering knowledge & expertise, to solve/troubleshoot problems, investigate incidents and minimize shutdown/start-up durations. To achieve operation within operating envelope, produce within design specifications, maintain equipment integrity to prevent loss production by applying process safety guidelines.
• Develop tools and keep abreast of new technologies and drive case for change that will improve train/complex reliability, efficiency, production and environmental performance.
• Maintain a close working relationship with Technical Advisor through networking and execution of studies and projects..
• Maintain effective liaison with utility technology, environmental technology, information technology, operations and engineering departments. Closely interacts with the laboratory to ensure methods, limits and sample schedule provide the correct feedback for supporting production, engineering and various process test-runs.
• Provide coaching and mentorship for junior staff.

 
Experience and Qualifications required
 

• Experience and Qualifications required รข€¢ University Graduate, in Chemical, Process engineering or Physics.
• Within depth knowledge for Yokogawa Centum DCS is an advantage.
• 5-7 years hydrocarbon industry experience, including design/operations support with minimum 1-3 years as senior APC Engineer. 5 years LNG process knowledge and experience is essential.

LEAD PROCESS TECHNOLOGIST
 
Purpose
 

• Maintain integrity of the design of the Qalhat processing units and provide support and advice to operations & engineering.
• To identify and to develop opportunities to optimise LNG and condensate production. Acts as Process Technology Manager with full authorities

 
Position description – Accountabilities
 

• Provide technological advice (e.g. troubleshooting, problem analysis) to operations/engineering using process engineering knowledge and expertise in accordance with company QHSE requirements and business principles.
• To achieve operation within operating envelope, produce within design specifications, maintain equipment integrity to prevent loss production by applying process safety guidelines.
• Proactively monitor process trends and plant performance to predict future issues and to solve mid/long term issues that are not apparently correctable by front line staff.
• Lead Incident Investigations, identifies Root Cause of Process Incidents and provides solutions.
• Lead, implements and follow through Plant changes following MOC procedure and requirements.
• Utilize process engineering expertise in order to optimize production and efficiency, perform test runs in order to determine operating boundaries to assist in achieving higher reliability and availability of equipment.
• Maintain effective liaison with utility technology, environmental technology, laboratory, information technology, operations and engineering departments.
• Ensure that the technical integrity of all process design changes satisfies local and international standards (e.g. legal requirements, DEPs, DEMs) and apply a design strategy which aims for minimum lifecycle cost.
• Provide coaching and mentorship for junior colleagues.
• Propose, lead and execute development studies and projects related to plant performance improvements
• Lead and/or participate in process technological HSE services in the form of Process Safety Assessment (PSA), HAZOPs, Bow-ties and LOPA analysis. Responsibilities include the logging, tracking, and closeout of any actions generated from the aforementioned reviews.
• Execute detailed definition and design work for minor plant changes/improvements. Contribute to the development of major plant changes, under guidance of the Process technology Manager.
• Identify opportunities to optimise LNG production capability (e.g. more efficient/reliable operation).
• Maintain effective liaison with utility technology, environmental technology, laboratory, information technology, operations and engineering departments


 
Experience and Qualifications required
 

• Experience and Qualifications required University Graduate, in Chemical, Process engineering or Physics.
• 8 - 10 years hydrocarbon industry experience, including design/operations support. 5 years LNG process knowledge and experience is essential.
