Job Description
The role is responsible for setting up and heading the process safety group in Oman LNG.
Purpose
• To develop and sustain a culture of Process Safety for the Qalhat Complex.
• To provide leadership in process safety and ensure accountability of all AIPSM requirements
Accountabilities
• Focal point for compliance management of the 22 requirements of the AIPSM (Asset Integrity and Process Safety Manual) of the HSSE-CF, including DEM1, DEM2 and Overrides of safeguarding system, provides a dashboard for AIPSM for the Qalhat Complex Manager
• Ensures all process safety hazards are properly managed to ALARP and identify actions if they are not. Provides process safety guidance and support across all disciplines including Operations, Maintenance and Engineering to ensure safe operation.
• Responsible for generating and managing a set of annual KPIs for the requirements of the AIPSM, consistent with the peer group. Shall provide suggested targets to parties responsible for individual requirements and attain management buy-in. Responsible to collect data for these KPIs on a monthly basis, use these KPIs to influence change and for management reporting.
• Responsible for PSA Program (Process Safety Assessment) of the process and utility facilities. This includes high level planning, (part-time) attending sessions, clarifying actions and appropriate closure dates, follow-up of action status with responsible parties, and providing monthly reporting on PSA actions status.
• Leads and/or facilitates HEMP/Bow-ties/LOPA sessions when required. Follows-up implementation of bow-ties with users to ensure the methodology becomes part of the culture in Oman LNG.
• Responsible of the Technical Authority Framework (TAF) implementation and continued integration into the technical and competency development processes at Oman LNG. Responsible to follow-up on any audit actions related to the TAF.
• Provides assurance to the asset manager that all processes, procedures and individual tasks related to process safety are effective. Reports related incidents.
• Facilitates desktop safety reviews / HAZOP of MOC (Management of Change) and other process safety critical processes. This includes preparing user forms to make reviews consistent and effective, actions implementation where required, planning and scheduling of the reviews to ensure that all changes, technical, organization and procedural are implemented according to the requirements of the HSSE-CF.
• Ensures all MOC proposals have considered all process safety aspects with specific emphasis on DEM-1, DEM-2 and other International Safety Codes to ensure process safety risks are adequately managed.
• Leads and/or participates in incident investigations as a neutral and objective party. Uses Tripod and RCA type investigative tools to determine real causes of incidents. Defines effective actions in order to prevent recurrence. Ensures that incidents follow the appropriate internal protocol by follow-up with incident owners and investigators.
• Provide change management services for any new initiatives related to AIPSM, Gas Game or Operational Excellence.
• Ensure that changes to standards and AIPS implementation methodology are quickly recognized and where appropriate, implemented following appropriate internal processes to ensure minimum disruption.
• To develop and influence towards a generative process safety culture across OLNG
Experience and Qualifications required
• University Graduate, in Engineering or Physics.
• Minimum 10-12 years hydrocarbon industry experience, including design/operations support. At least 5 years experience as a Senior Process Safety Engineer. LNG/Gas plant process knowledge and experience is strongly preferred.
• Preference required for those with experience in the following areas; safety in design, risk management, HEMP/Bow-tie methodology, HAZOP, PSA methodology, RCA.
• Experience in change management, influencing a group of people.
