Currently our client a multinational operator company in Oil and Gas industry requires several positions as below:

1. Mechanical Rotating Engineer

General Qualifications:
- Minimum Bachelor Degree in Mechanical Engineering.
- Minimum average of 8 years in Oil & Gas Industry.

Job Descriptions:
• Review PS Contractors facilities Inspection and Maintenance Plan (IMP) on periodic basis and track implementation through regular reporting and engagement with PS Contractors in order to sustain and improve reliability and integrity of facilities.
• Review and conduct structured facilities audit on PS Contractors by recommending necessary corrective or improvement measures to ensure compliance with relevant regulations, guidelines and procedures.
• Track implementation of action plan by assessing effectiveness of corrective or improvement measures and prepare report for the management and relevant internal parties to ensure prudent operations.
• Track and review performance of PS Contractors facilities through established KPIs in order to identify gaps and opportunities in meeting the expected standards.
• Facilitate corrective actions on major failures through analysis of root causes and identification of action plans in order to normalize the operations, mitigate impact to production & HSE and prevents future recurrences.
• Review Field Development Plan (FDP), development concept / scheme, operation and maintenance philosophy and design / construction of facilities for both Greenfield and Brownfield (reserve and recovery enhancement) development projects to ensure operability, maintainability and decommissioning aspects are incorporated.
• Conduct assurance of PS Contractors operational readiness through appropriate review during implementation of development projects which covers organization, resources, capability & competency, procedures, documentation and support infrastructures and services to achieve safe and timely start-up of new facilities.
• Organize and participate in sharing of information, experience and best practices related to operation and maintenance of facilities between PSC.
• Contractors and technology / service providers through workshops, forum, seminar, Community of Practices (CoP) etc. to enhance operating practices and facilities performance.
• Evaluate and study unconventional approach, methodology or technology to sustain or improve reliability and integrity of facilities in operations and to cost effectively decommission facilities at end of economic life and propose application by PS Contractors.
• Review PS Contractors contracting strategy, tender plan and evaluation report for procurement of materials and services (including affiliated services) and provide technical recommendation to ensure compliance to Company procurement procedures.
• Provide technical inputs and recommendations in strategic sourcing initiatives to procure selected critical materials, resources and services for development projects and production operations to secure and ensure availability of materials, resources or services and realize cost saving from economies of scale benefits.


2. Process Engineer

General Qualifications:
- Minimum Bachelor Degree in Process Engineering
- Minimum average of 8 years in Oil & Gas Industry

Job Descriptions:
• Lead comprehensive feasibility study and conceptual option leading to the optimum project development option through:
› Developing Process Engineering detail and comprehensive project plans.
› Analyzing the project requirements with consideration of PCSB long term plan in line with company objectives.
› Analyzing detailed plan and approach with regards to technology, methodology, commonality and impact to project objectives.
› Identification of areas for improvement and effective design engineering and project implementation practices.
› Optimization of facilities configurations and establish / recommend best configuration and analyze specific requirement.
• Lead optimum design analysis and quality evaluation of detailed design leading to the completion of detailed drawings, manuals, design report and specification for optimum fabrication by performing the following activities:
› Prepare and execute the contracting strategy, technical evaluation and propose recommendation of various types of design contracts, and liaise with other departments on the overall implementation.
› Review design requirement and schedule. Define contract scope of work for various activities e.g. Facilities design, procurement of long lead equipment, services, fabrication, hook-up and commissioning. Determine competent and qualified bidder for tendering exercise.
› Coordinate, supervise, review, recommend and provide feedback on issues between PCSB internal department, contractor and vendors to meet overall project objective on cost, quality, schedule and safety.
› Develop project cost estimate. Prepare and review specific project budget for approval. Assists rightful claims for changes in works, involving addition and deletion of scope and actual work requirement.
• Development of equipment specifications, bid enquiry package and provision of engineering services for the purchase of company supplied items;
› Prepare specifications complying with codes and standards, regulation and company requirements.
› Lead and facilitates multi-discipline evaluation teams in evaluating and recommending bid proposals. Provide engineering skill for the quality vendor data review and verification.
› Verify completed works/invoices per contract milestones.
› Lead and facilitate Factory Acceptance Test to ensure full compliances to specification.
› Formulating and developing new company wide engineering specification to meet new challenges in project and operational requirements.
› Formulating and developing specification for the proposed new technology for implementation.
› Performing QC specialist review, assessing operating performance and study/analyze all feedbacks for design optimization.
› Incorporate lesson learnt and best practice from Partners and industry.
• Acquisition and application of new technology for effective cost optimization that suit the project and operational requirement by analyzing and preparing recommendation to ensure proven technology is used whenever possible and to select appropriate development solutions if proven technology is not available.
• Lead technical integrity check of project deliverables through execution of QA/QC functions, by means of Hazard and Operability Study (HAZOP), Peer/Line Review, Project Integrated Review (PIR), QRA, Project Risk Assessment (PRA) in compliance with COMAPNY Technical Standard (PTS); international codes and standard, and best practices; local authorities or government regulations. This scope includes validation of all designs, calculations, and scopes of work, specifications, and bills of quantities, drawings and reports.
• Provide technical expertise to Project Teams during various phases of project execution, i.e. during conceptual, detailed design, Factory Acceptance Test, troubleshooting at site during fabrication and hook-up & commissioning; and to Production Units, i.e. operational audit, management safety audit, major maintenance turnaround, specialized troubleshooting, major replacement work and major plant upgrading.
• Develop skill and expertise within Mechanical Skill Group through:
› Keep abreast with the latest technologies / trends and staying current with training practices of other organizations and industries.
• Develop and review key technical and work processes:
› Field Development Plan, Design Basis Memorandum, Conceptual study options, reports and recommendation of line review.
› Scope of Work of design package (CTR), equipment and contract package.
› Technical specifications and evaluation criteria for the procurement of material, equipment and contract services to be consistent with.

3. Drilling Engineer

General Qualifications:
- Degree/MSc/PhD in any engineering field preferably Petroleum Engineering.
- More than 7 years experience in petroleum industry.
- Experience in deepwater drilling activities is an added advantage.
- Self-starter, innovative and proactive.
- Possess good interpersonal and communication skills.
- Able to leverage on industry s best practices and share experiences.

Job Descriptions:
• Provide in-depth technical support and advice to project teams in special technologies required for safe and efficient drilling, completion, testing and work over activities of HPHT wells for land and offshore environments by developing guidelines and tools for HPHT well design, including kick tolerance modeling and complex casing and tubing load cases n order to ensure safe and uninterrupted operations in meeting company s business objectives.
• Advice and provide expert HPHT counsel to relevant project planning cycles in HPHT well intervention equipment and procedures, HPHT well test surface systems & design and selection of down hole drilling tools through continuous review of industry s best practices and technological developments with a view to potential implementation in PCSB HPHT operations, for a timely exploitation of commercially feasible development of discovered oil and gas fields.
• Develop technical expertise and testing procedures with test acceptance criteria in the design of casing and tubing strings and associated materials specification for HPHT wells, including special materials for CO2 and H2S service to ensure the right manpower and proper testing is identified for the drilling operations.
• Provide guidance on the design, performance testing and selection of surface, mud line, subsea wellheads and well completion accessories for HPHT service, including advanced metal to metal and elastomeric sealing mechanisms, in order to prudently develop oil and gas discoveries, ensuring application of fit-for-purpose, cost-effective technology to achieve business objectives.
• Provide guidance on the specification and selection of drilling rigs for HPHT operations, including enhanced logistic capability and special rig- related tools, equipment, systems and support services required by assessing the suitability of the rigs for HPHT operations and acceptance surveys for the conduct of safe and uninterrupted operations in order to meet development challenges in maximizing business performance to achieve production growth and revenue growth targets.
• Establish guidelines for in-house or third party QA/QC monitoring and acceptance of critical equipment and services for HPHT operations to ensure high quality standards are maintained.
• Provide guidance on HPHT well control procedures, specification, design and acceptance testing of HPHT well control equipment & systems including the selection and/or development of advanced computer well control software, flexible hose and choke manifold systems and related equipment in order to maximize value creation.

4. HR Manager

General Qualifications:
- Minimum Bachelor Degree
- Minimum average of 8 years in Oil & Gas Industry

Job Descriptions:
• Plan, develop and implement strategy for HR management and development (including recruitment and selection policy/practices, discipline, grievance, counseling, pay and conditions, contracts, training and development, succession planning, moral and motivation, culture and attitude development, performance appraisal and quality management issues).
• Establish and maintain appropriate systems for measuring necessary aspects of HR development.
• Monitor, measure and report on HR issues, opportunities and development plans and achievement within agreed formats and timescales.
• Manage and develop direct reporting staff.
• Manage and control departmental expenditure within agreed budgets.
Liaise with other functional / departmental head so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purpose and achievements.
• Maintain awareness and knowledge of latest HR development theory and methods and provide suitable interpretation to directors, managers and staff within the organization.
Contribute to the evaluation and development of HR strategy and performance in co-operation with the executive team.
• Ensure activities meet with and integrate with organizational requirement for quality management, health and safety, legal requirement, environmental policies and general duty of care.
• Audit and authenticate all documents related to legal, salary statements and distribution, policies etc.
• Develop and Maintain healthy relation with Govt. and Non Govt. Organizations for better and fast functioning of organization.
