Contract Specialist - LNG Expansion Project
The Role:
- Contract Specialist supports delivery of sourcing activities for a capital project and implementation of contracting strategy.
- Typically an embedded member of the project.
- Ensures sourcing activities are aligned with the capital value process (CVP) and the major projects common process (MPcp) and relevant category management strategies.

Key accountabilities:
- Co-ordinates scheduling and preparation for contracting governance process (e.g. contracts governance board) for project.
- Co-ordinates contracting process development - leads negotiation and execution of contracts and purchase orders, consulting HSSE, finance and legal specialists as required.
- Engages end users and provides guidance on PSCM process and risk management
- Develops and facilitate procurement process, demand management and market approach
- Assurance of all government & company regulations compliance
- Maintain appropriate communication with BPMIGAS especially for tender plan and award
- Process contracts and ensure legal liabilities and possible system performance issues are identified and addressed.
- Manages supplier relationship and engagement in a professional and ethical standard
- Participates in the development and implementation of supplier management
- Maintains relationship with external parties e.g BPMIGAS, other PSC

Essential Skills / Qualifications: 
- Bachelor degree in Engineering

Essential experience and job requirements:
- Having 8-10 years working experience in Procurement & Supply Chain Management
- Having good knowledge of Procurement Process
- PTK 007 BPMIGAS certification is an advantage
- Have a consistent record of effective performance in different business context
- Able to work as a team as well as an individual contributor
- Good English Communication Skill
- Proficiency in MS Office applications

Desirable Skills / Qualifications: 
- High initiative with continuous improvement attitude
- Positive mindset with ‘can do’ attitude
- Easy to adapt and fast learner


Procurement and Execution - LNG Expansion Project

Role synopsis:
- Leads implementation of contracting strategy and plan in alignment with established sector strategies.
- Typically an embedded member of the project.
- Ensures sourcing activities are aligned with the capital value process (CVP) and the major projects common process (MPcp) and relevant category management strategies.

Key accountabilities: 
- Advises on major contracting-related risks for project
- Co-ordinates scheduling and preparation for contracting governance process (e.g. contracts committee) for project
- Leads development of sub-plans that comprise the project execution plan (PEP)
- Leads implementation of contracting strategy and plan in alignment with established category strategies
- Oversees contracting process development
- leads negotiation and execution of contracts and purchase orders, consulting HSSE, finance, legal, and forex specialists as required
- Co-ordinates development of supplier performance management process and compliance
- Ensures transparency of contracts administration process, including preparation/representation of documents for arbitration, mediation or litigation forums
- Ensures proper closeout of contracts, including management of: bank guarantess, retentions, claim resolutions, financial payments, post appraisals, etc
- Assurance of all government & company regulations compliance
- Maintain appropriate communication with BPMIGAS especially for tender plan and award
- Process contracts and ensure legal liabilities and possible system performance issues are identified and addressed
